Rep.AddisonMcDowell,R-N.C.,hasintroducedabillwhichwoulddeclarethatengrossedbills,executiveorders,pardons,andcommutationsmayonlybelegallysignedbythepresident,andanautopendevicemaynotbeused.
Themeasureiscalledthe“BanonInklessDirectivesandExecutiveNotarizationsActof2025,”ortheBIDENAct.
Thebillwouldamendcurrentlawtoadd:“Notwithstandingthissectionoranyotherprovisionoflaw,nopersonotherthanthePresidentmaylawfullysignanengrossedbill,ExecutiveOrder,orpardonorcommutation,normayautomaticsigningdevice,includinganautopen,beusedforsuchpurpose.”
