Kamala Harris is calling for major changes to the structure of American government.
And one proposal could have enormous implications for the Supreme Court.
**THIRTEEN JUSTICES.**
Harris argues that because there are 13 federal circuit courts, there should be 13 Supreme Court justices.
But here’s what makes that number significant.
The Supreme Court currently has nine justices, six of whom were appointed by Republican presidents.
If a Democratic president and Senate filled four additional seats, the balance of appointments would shift from 6–3 to 7–6.
And for gun owners, the Court’s composition matters.
The landmark 2008 decision in *District of Columbia v. Heller*, recognizing an individual Second Amendment right, was decided by a single vote.
